There is actually a small chance this could be legit simply because there was a leak about 2 years ago speaking on Central America and the drug trade.
Edit: But at the same time, a whole lot of this shit is bs like the 4 character system.
There was a recent leak which kinda said that it's only early in development - which makes sense as they couldn't have time especially with RD2 and even though Rockstar North didn't do much in it, apparently they scrapped Bully 2 so that couldv'e been what they were doing that time.
